Chairman Chaffetz needs a F.A.N. Club

Phil Windley and I discussed yesterday how to use open source identity methods–Sovrin.org–to help elected representatives know which voices to “not ignore or dismiss”, as he put it. Phil’s congressman, Jason Chaffetz, needs something far more powerful: continuous guidance from self-organizing constituents who know what actions serve their needs, earn their votes and get them to campaign for him.

Every representative needs a F.A.N. Club: Friends, Allies & Neighbors. (“Neighbors” does not = Friends & Allies). Focusing on whom to ignore is the negative that implies the exciting next phase in the American Experiment: listening to the right people to crowdsource policy, as Clay Shirky proposed in 2012, How the Internet will (one day) transform government.

Phil documented our call and cited the perfect example in his back yard, full text below. Utah Rep Jason Chaffetz claimed that disruption at his Town Hall last week were not by constituents, but paid protestors. The Salt Lake Tribune reported that a constituent in Sandy, UT dialed the irony up to 11 by faxing him an invoice for her time.

Nobody wants protestors; Everybody wants fans. Even a struggling NFL quarterback has fans, even though they hate all the interceptions, slow feet and bad play calls. Our Congressional representatives like to think they own the district but they don’t. They’re just the quarterback.

The IndivisibleGuide.com, the bible and operating manual of the exploding #Resistance meme, puts verified constituents at the center of the universe of every Members of Congress (MoC):

Everyone who has read the Indivisible Guide knows it’s all about protest, not guidance. But protest only goes so far. Fans of Democracy can’t win until we tell our representatives specifically how to win our votes this week and our neighbors’ votes next week.

Phil and I are not just talking about hyphen-friendly, buzzword-compliant, blockchain-ledgered, open-source, federated-identity Python code—that’s just the infrastructure for what I hope will be the next step after HTTP & HTML: it enables ITTP: Influencer Text Transport Protocol, and ITML, Influencer Text Markup Language. Implicitly, IaaS, Influence as a Service, will follow automatically.

I hope both my readers see the bigger context and the future of democracy. Together, we’re about to:

  1. Verify constituents when they act pseudonymously online.
  2. Aggregate constituents’ online actions & issues, on jurisdiction maps.
  3. Help constituents serve as valued advisors, not just annoying protestors.
  4. Organize Subject Matter Experts to help constituents advise Reps.

Verifying Constituency: A Sovrin Use Case

Verified constituency is a simple, but powerful means of creating a collective voice that is difficult to ignore or dismiss.

Recently, my representative held a town hall that didn’t go so well. Rep. Chaffetz claims that “the protest crowd included people brought in from outside his district specifically to be disruptive.” I’m not here to debate the veracity of that claim, but to make a proposal.

First, let’s recognize that members of Congress are more apt to listen when they know they are hearing from constituents. Second, this problem is exacerbated online. They wonder, “Are all the angry tweets coming from voters in my district?” and likely conclude they’re not. Britt Blaser’s been trying to solve this problem for a while.

Suppose that I had four verified claims in my Sovrin agent:

  1. Address Claim — A claim that I live at a certain address, issued by someone that we can trust to not lie about this (e.g. my bank, utility company, or a third party address verification service).
  2. Constituency Claim — A claim written by the NewGov Foundation or some other trusted third party, based on the Address Claim, that I’m a constituent of Congressional District 3.
  3. Voter Claim — A claim that says I’m a registered voter. Ideally this would be written by the State of Utah Election Office, but might need to be done by someone like NewGov based on voter rolls for now.
  4. Twitter Claim — A claim that proves I own a particular Twitter handle. Again, this would ideally be written by Twitter, but could be the work of a third party for now.

Given these claims, Sovrin can be used to create a proof that @windley belongs to a verified voted in Congressional District 3. More generally, the proof shows a given social media account belongs to a constituent who lives in a specific political jurisdiction.

Anyone would be able to validate that proof and check the claims that it is based on. This proof doesn’t need to disclose anything beyond the Twitter handle and congressional district. No other personally identifying information need be disclosed by the proof.

How would we use this proof? Imagine, for example, a Website that publishes all tweets that contain the hashtag #UTCD3, but only if they are from twitter handles that are certified to have come from people who live in Congressional District 3.

A more ambitious use case would merge these verification with the NewGov GEOvoter API to place the tweets on interactive maps to show where hotspots are. Combined with sentiment analysis, the constituency proof could be used to show political sentiment across the country, across the state, or within the local water district.

Sovrin provides a trusted infrastructure for issuing and using the verified claims. NewGov or someone else would provide the reason for trusting the claims written about verified voters. Eventually these claims should written by the Elections Office or Twitter directly providing even more trust in the system.
